From the comments: “The State of Idaho appreciates the opportunity to provide comment on the proposed rulemaking “Definition of ‘Waters of the United States’ Under the Clean Water Act” (Proposed Rule). With this Proposed Rule, the U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Corps) attempt to define certain terms related to the scope of jurisdiction granted EPA and the Corps under the Clean Water Act (CWA).”
