ECOS, ACWA, ASWM Letter to Congressional Leaders on Sec. 401 Authority

ECOS, ACWA and ASWM sent a letter to Congressional leadership urging Congress to preserve states’ ability to protect water quality under Section 401 of the Clean Water Act.  Recently, several stakeholder groups have raised concerns about perceived abuses of this authority and there are several efforts underway to undermine this authority.
